Every Pennsylvania deed transfer pays 1% to the Commonwealth plus a municipal and school district share. Most of both counties totals 2%, but roughly twenty municipalities do not: Greensburg, Latrobe, and Murrysville are 2.5%, Mt. Lebanon and Monroeville are 2.5%, McKeesport and Penn Hills are 3%, and Pittsburgh is 5%. Every municipality in Westmoreland and Allegheny is listed below.
How it works
The tax is charged on the consideration stated in the deed (or the assessed value adjusted by the common level ratio for certain transfers). By custom, buyer and seller split it evenly; the agreement of sale can allocate it differently.
Certain transfers are exempt, including many transfers between close family members, transfers to and from certain trusts, and corrective deeds. Whether an exemption applies is a legal question; ask us before you record.
Both counties come from their own official rate sheets: the Westmoreland Recorder of Deeds schedule, and Allegheny’s Local Realty Transfer Tax Rates table. One caveat worth knowing: Allegheny publishes only the municipal share, so for that county the school district share is shown at the standard 0.50% unless the district is known to differ.
